Where a 100 KB limit usually comes from
A frequent limit on recruitment, admission and exam application forms for scanned documents. GST registration also caps photographs at 100 KB (those are JPG uploads). Always check the size printed next to the upload button on the portal itself, because limits differ between forms and change over time.
Will it still be readable?
At 100 KB, a one- or two-page scan is usually fine, but a long colour document will look soft. If the result is hard to read, upload only the pages that are asked for: use Split PDF first, then compress again.
If it will not go small enough
You are told plainly and given the smallest readable version. We never hand back a file over 100 KB while saying it fits. The usual fix is to remove pages the portal does not need, or to scan in black and white instead of colour.
